The scope of a project is usually defined in the original project description or grant application.
The scope of a project can also change during the lifetime of a project. Projects increasing in scope and size during the project is not uncommon and often reflects the emergence of new opportunities - but, as this often isn't accompanied by an increase in resource allocation this needs to be very carefully managed.
